WHEN – WHERE – WHO	Around 6:31am on Oct 19th, 2023 on the road of the Kinh Mon District, Hai Duong province, Northern Vietnam
WHY – HOW	In a collision between two motorbikes, the woman fell onto the road and hit the back wheel of a tanker which was moving on the road in speed 23km/hr and died. The tanker’s driver was tested for alcohol and drugs, but did not commit any violations Cause: The woman passed by the tanker without observing the vehicle’s safety condition and was in a position out of sight of the tanker.
